Executive Overview

Houston, Texas, the fourth largest city in the United States, has the daunting job of managing and maintaining 16,000 lane miles of pavement. This job has challenged Houston and many cities like it for years. Not only is it always difficult to figure out where to spend a limited road improvement and repair budget, but existing methods of rating pavement quality can be subjective and prone to debate, sometimes turning progress into a political event rather than a response to actual need.
